Conditions of Service Department
- Compensation & Benefits;Plan and administer total compensation programs;
- Research and prepare occupational classifications and salary scales;
- Advise Line Managers and employees on the interpretation of personnel; policies, compensation and benefit programs and
collective bargaining agreements; - Regularly liaise with Treasury to increase worker’s benefits.

- Propose to the Board various accommodation and transport schemes which can be pursued by the Board in its mandate to improve the Conditions of Service of members of the Health Service;

- Engage in collective bargaining exercises and come up with collective bargaining agreements;
- Ensure that collective bargaining agreements are communicated to the Board;
- Advise the Health Service Board on workers concerns and recommend solutions.
- Research & Development;Research on employee benefits and Health and Safety Practices and recommend changes or modifications to existing policies;
- Workers on the qualification(s) and Examination Board(s) acceptable by the Health Service Board.
- Engage in practical research on Conditions of Service meant to attract and retain staff.
Accommodation and Transport - Research and develop appropriate policies on Housing, Accommodation and Transport.
Finance and Administration Department
- Provide financial advice and implement financial policies in terms of the International Accounting Standard (IAS)
- Ensure the smooth running of the Board’s business through the provision of appropriate logistical support
- Establish an effective internal control system that promptly responds to both Internal and External audit queries and observations.
- Ensure the establishment, development and implementation of an effective procurement and stores system
- Prepare annual final Statements and Management Accounts in accordance with Internal Financial Reporting System (IFRS)
- Monitors deadlines and procedures for the preparation of the Annual Budget.

Monitoring and Evaluation Department
- Monitor the implementation of Human Resources for Health policies, procedures and guidelines;
- Evaluate institutional adherence to Health Service Board policies and guidelines;
- Monitor the work attendance and work performance of health workers at Public Health Institutions;
- Monitor the implementation of the Human Resources for Health Retention Scheme;
- Ensure adherence and compliance with Health Services Board, Global Fund and other partners’ stipulated policies and procedures in implementing the Retention Schemes;
- Provide evidence-based information to support strengthening of Human Resources for Health Systems, policies and procedures;

Human Resources Department
- Develops, implement and maintain sound Human Resources’ for Health (HRH), policies, plans and procedures for the Health Service
- Establish and maintain a reliable computerized database for members in the Health Service
- Establish management systems, processes and procedures for training and staff development programs
- Manage an effective administration of disciplinary procedures in line with the Health Service Regulations
- Management of human resources
- To reduce overall vacancy levels of critical health staff
- To operationalize usage of the Human Resources for Health Procedure Manual
- To manage the recruitment process for the Health Sector
- To manage salaries and allowances for health workers
- To facilitate effective career mobility o HRH
- To ensure adherence to disciplinary procedures

Legal Affairs Department
The unit is headed by a Deputy Director who is responsible for:
- Provision of legal advice and counsel to the Board of Directors and Senior Management.
- Advising and presenting the Company in negotiating, drafting, signing, interpretation and implementation of all legal documents and contracts and monitoring compliance with the same.
- Advising the Board to ensure compliance with all legal and regulatory requirements
- Assisting on the development of policies and procedures.

Public Relations Department
The unit is headed by a Public Relations Manager who is responsible for:
- Promoting the identity and corporate image of the Board
- Developing and planning the public relations or communications strategy for the HSB
- Designing, preparing and managing all HSB publications
- Media Relations strategy for monitoring, analysis and networking
- Internal and external communication with the Board’s publics
- Planning and organizing the Board’s exhibitions
- Advising the Board on PR issues
- Coordinating, managing and organizing the HSB’s events.

Corporate Service Department
The unit is headed by a Chief Corporate Service Officer who is responsible for:
- Ensuring sound corporate governance of the Board through convening Board and Committee meetings in accordance with
- Health Service Act and regulations.
- Compiling Board resolutions and facilitate their implementation.
- Organising consultative meetings of the Board with various stakeholders
- Maintaining confidential and accurate record of the Board’s deliberations and files.

Internal Audit Department
- The unit is headed by a Principal Internal Auditor who is responsible for:
- Developing plans and Audit operation systems that ensure compliance to set policies and procedures,
- Ensuring an effective internal control system for the Board,
- Ensuring compliance with the Audit Act, the Procurement Act and the Health Service Act,
- Carrying out routine checks based on risk assessments and appraise management.
