About Health
Service Commission
The Health Service Commission was established through the Health Service Amendment Act of 2022 to provide for its administration and the conditions of service of its members; to provide for the transfer of persons engaged in public health service delivery from the Public Service to the Health Service and to provide for matters connected with or incidental to the foregoing. The Commission is headed by the Chairperson, Deputy Chairperson and Commissioners. The Commission is supported by a Secretariat headed by the Secretary. The Secretariat is made up of the following departments – Human Resources, Conditions of Service, Finance &Administration, Monitoring and Evaluation and Performance Improvement and Development. The secretariat also has the following units – Public Relations, Legal, IT, Corporate Services, Discipline, Audit, Procurement.

Human Resources
Develops, implement and maintain sound Human Resources’ for Health (HRH), policies, plans and procedures for the Health Service

Health Sector
The Health Sector in Zimbabwe is made of the private, public and mission health centers or institutions.

The Performance Improvement and Development Department seeks to shape the performance and development of systems

Conditions & Service Department
Compensation & Benefits;Plan and administer total compensation programs; Research and prepare occupational classifications and salary scales;

Finance & Admin Department
Provide financial advice and implement financial policies in terms of the International Accounting Standard (IAS

Discipline Department
The discipline department processes appeals relating to misconduct cases and grievances submitted by health workers to the Commission for its determination

Monitoring & Evaluating
Monitor the implementation of Human Resources for Health policies, procedures and guidelines;

Public Relations
Promoting the identity and corporate image of the Board; Developing and planning the public relations or communications strategy for the HSB

The Procurement Management Unit’s mandate is to provide guidance on the procurement function, and monitor the procurement activity of the Board
