- The department is headed by the General Manager Conditions Of Service and Industrial Relations Mr M. Sande
- The department's key responsibility areas include:
- Compensation & Benefits;Plan and administer total compensation programs;
- Research and prepare occupational classifications and salary scales;
- Advise Line Managers and employees on the interpretation of personnel; policies, compensation and benefit programs and collective bargaining agreements;
- Regularly liaise with Treasury to increase worker’s benefits.
- industrial relations Plan, develop, implement and evaluate personnel and labor relations policies, strategies and programs;
- Liaise with Treasury to facilitate the payment of housing and transport allowances in line with regional and international rates;
- Propose to the Commission various accommodation and transport schemes which can be pursued by the Commission in its mandate to improve the Conditions of Service of members of the Health Service.

- Advise Line Managers and employees on the interpretation of personnel; policies, compensation and benefit programs and collective bargaining agreements;
- Regularly liaise with Treasury to increase worker’s benefits.
- industrial relations Plan, develop, implement and evaluate personnel and labor relations policies, strategies and programs;
- Constantly liaise with staff associations in order to share ideas on issues of mutual interest;
- Engage in collective bargaining exercises and come up with collective bargaining agreements;
- Ensure that collective bargaining agreements are communicated to the Commission;
- Advise the Health Service Commission on workers concerns and recommend solutions.
- Research & Development;Research on employee benefits and Health and Safety Practices and recommend changes or modifications to existing policies;
- Workers on the qualification(s) and Examination Board(s) acceptable by the Health Service Commission.
- Accommodation and Transport
- Engage in practical research on Conditions of Service meant to attract and retain staff.
- Research and develop appropriate policies on Housing, Accommodation and Transport.
